Background brief - Agriculture and Fisheries Council, 10/10/2016

The Council meeting will take place in Luxembourg on Monday 10 October 2016 only, starting at 10.00. It will address both agricultural and fisheries matters and be chaired by Ms Gabriela Matečná, minister for agriculture and rural development of Slovakia.

The meeting will kick-off with a preliminary exchange of views on the Commission proposal fixing the 2017 fishing opportunities in the Baltic sea. It will then continue with the agriculture points on the agenda.

First the Commission will present its so-called Omnibus regulation proposal, notably as far as its agricultural elements are concerned. The presentation will be followed by an exchange of views.

Delegations will then have the opportunity to debate various AoB points, including on the market situation, the sugar and pigmeat sectors, the greening of the Common Agricultural Policy (CAP), and animal welfare and international financial institutions.

Then ministers will resume discussions on fisheries holding an exchange of views on the EU-Norway annual consultations for 2017 and the annual meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT), which will take place on 14-21 November 2016 in Portugal.

Finally, the Council is due to reach a political agreement on fishing opportunities for 2017 for certain fish stocks in the Baltic Sea.

Two press conferences will be held at around 17.30 with Commissioner Hogan and at around 19.45 with Commissioner Vella.
