Post 2020 Common Agricultural Policy (CAP) reform package
Today we made good progress in further outlining the Council position on the future CAP, but more work is needed. Setting the future course of the longest standing and most important European policy remains our top priority.

The Council had a public exchange of views on the whole CAP reform package on the basis of a presidency's state of play report, and suggested changes to the text of all three regulations: the CAP strategic plans, the horizontal and Common Market Organisation regulations. Ministers were invited to comment on these texts and provide guidance to the presidency on the next steps.
In the context of the CAP debate, ministers were also informed about coupled income support and eco-schemes.
Updated EU bioeconomy strategy
We need to rethink our approach to food and energy production if we want to meet the future challenges of climate change. Bioeconomy can provide consistent and effective solutions for a more sustainable future and the competitiveness of European agriculture.

The Council had a discussion on the updated EU Bioeconomy Strategy. In particular ministers shared ideas and good practices implemented at national and regional level, with a view to providing input for an effective and speedy EU-wide implementation of the updated strategy. Furthermore they explored potential synergies with the CAP and the new research and innovation framework programme.
Other topics on the agenda
Ministers were also informed about:
- the situation in the meat market
- the decision by the technical board of appeals of the European Patent Office regarding the possibility to patent products resulting from classical plant breeding
- the outcome of the workshops organised by the Commission's task force on water and agriculture in Denmark and Romania
- small scale fisheries in the context of the new Multiannual Financial Framework
